Conoco and Phillips 66 announced on November 18, 2001 that their boards of directors had unanimously approved a definitive agreement for a "merger of equals". The merged company, ConocoPhillips, became the third-largest integrated U.S. energy company based on market capitalization and oil and gas reserves and production. On November 11, 2011 ConocoPhillips announced that Phillips 66 would be the name of a new independent oil and gasoline refining and marketing firm, created as ConocoPhillips split into two companies. ConocoPhillips kept the current name of the company and concentrated on oil exploration and production side while Phillips 66 included refining, marketing, midstream, and chemical portions of the company. The Wood River Refinery processes a mix of light, low-sulfur and heavy, high-sulfur crude oil. Wood River receives domestic, Canadian and other foreign crude oil by various pipelines and produces a high percentage of transportation fuels, such as gasoline, diesel fuel and jet fuel. Other products include petrochemical feedstocks, asphalt and coke. The Wood River Refinery’s operations include three distilling units, two fluid catalytic cracking units, hydrocracking, coking, reforming, hydrotreating and sulfur recovery. Wood River is a major supplier to Lambert International Airport in St. Louis and is also a supplier to Chicago’s O’Hare Airport. Finished product leaves Wood River through pipeline, rail, barge and by truck. The company continues to progress the CORE Project at the Wood River Refinery. Description of Wood River Refinery

The Wood River Refinery is located about 15 miles northeast of St. Louis, Mo., at the convergence of the Mississippi and Missouri rivers in Roxana, Ill. Jointly owned by ConocoPhillips and Cenovus Energy, the Wood River Refinery is operated by ConocoPhillips. Gross crude oil processing capacity of the refinery is approximately 306 MBD. The complex includes a docking area on the Mississippi River. The refinery processes a mix of light, low-sulfur and heavy, high-sulfur crude oil. Wood River receives domestic, Canadian and other foreign crude oil by various pipelines and produces a high percentage of transportation fuels, such as gasoline, diesel fuel and jet fuel. Other products include petrochemical feedstocks, asphalt and coke. The Wood River Refinery’s operations include three distilling units, two fluid catalytic cracking units, hydrocracking, coking, reforming, hydrotreating and sulfur recovery. Joint Venture with the Canadian oil company EnCana

In 2007 the Wood River refinery became part of a business joint venture with the Canadian oil company EnCana (now Cenovus Energy) with each partner now having a 50 percent interest in the refinery. In return, ConocoPhillips gained a 50% interest in Cenovus's oil sands projects at Foster Creek and Christina Lake, Alberta.[4] Approximately 2/3 of the refinery's capacity is used to treat heavy oil, including synthetic crude oil from the Athabasca Oil Sands in Alberta.[5]

CORE Project

In 2008 EnCana Corporation, through its 50-50 integrated oil venture with ConocoPhillips, began construction of a Coker and Refinery Expansion (CORE) project at the Wood River refinery in Roxana, Illinois to expand upgrading capacity as well as increase production of clean transportation fuels for the U.S. Midwest market. The CORE project was estimated to cost a total of about US$1.8 billion net was is expected to be completed by 2011. It 's purpose was to: Add a 65,000 barrels-per-day (bbls/d) coker to enable processing of growing supplies of heavy crude oil; Increase total crude oil refining capacity by 50,000 bbls/d to 356,000 bbls/d; More than double heavy crude oil refining capacity to 240,000 bbls/d; Increase the clean product yield by 10 percent to 89 percent; Eliminate 40,000 bbls/d of low-value asphalt production. “When the CORE project is complete, IOCo will have two strategically located refineries in the U.S. each with significant heavy oil processing capacity. Combined, the Wood River refinery and the Borger refinery in Texas will have a total heavy oil capacity of 275,000 bbls/d, placing IOCo among the leading heavy oil refiners in the U.S.,” said Brian Ferguson, EnCana’s Chief Financial Officer, who is the designated President & Chief Executive Officer of IOCo.[6]

Greg Garland told investors and securities analysts at the 2012 Barclays CEO Energy-Power Conference in New York on September 5, 2012 that the $3.8 billion investment in CORE at the Wood River facility was a good investment. "The other way that we're looking at increasing our return on capital in the base R&M business is increasing clean product yield. You see a nice track record here. As we start up Wood River CORE, we premise about a 5% increase at Wood River CORE. We've seen that with the project in about the 1% increase you see between '11 and '12 year to date is primarily associated with Wood River starting up. We think we can drive this another 1% to 2% without significant capital investment. Want to give you a quick update on the CORE project, $3.8 billion at the Wood River facility. I think it was a good investment. You can see on the slide that the first half benefit to Phillips 66 was $200 million pretax. That's slightly better than expectations. When we approved the project a couple years ago, we're seeing the increase in clean products that we premised. We're running about 166,000 barrels a day of Canadian heavy now at the facility. So it's been a good solid project for us."[7]

June 15, 2017: Phillips 66 Wood River Refinery Sponsors Engineering Camp for Sixty High School Students

Riverbender.com reported on June 15, 2017 that sixty high school students attending Southern Illinois University Edwardsville’s Engineering Camp are learning how engineering impacts society thanks to sponsorship of the camp by Phillips 66 Wood River Refinery, with additional support from MiTek and the Illinois Professional Land Surveyors Association. Students participate in a variety of interactive experiments, design projects and field trips including building and programming robots, designing a water filtration system, mixing concrete, gliding on a hovercraft and more. Our campers bring incredible gusto and creativity to the camp, and we genuinely feed off that energy,” said Chris Gordon, PhD, associate dean in the SIUE School of Engineering. “Each camp is a unique, fun experience.” “The profession isn’t widely understood, so we’re trying to introduce young people to those concepts,” said Mark Grinter, PLS, associate professor and chair of the Department of Construction Management. “We’ve got this big campus with lots of different environments that allow us to do field exercises, including the prairie, lake, central core and woods.”[8]

May 9, 2017: Phillips 66 Wood River Refinery Donates $25,000 for Flood Relief Efforts

Riverbender reported on May 9, 2017 that Phillips 66 has made a $25,000 donation to the American Red Cross Greater St. Louis Chapter to help with flood relief efforts in the area communities that neighbor the Wood River Refinery and the company’s terminal and lubricants assets in the region. “Phillips 66’s generous gift of $25,000 provides for the critical needs of those that are impacted by the flooding in our region. Hundreds of local residents will receive comfort and care now and in the months to come thanks to the company’s commitment to the Red Cross,” said Cindy Erickson, Red Cross of Eastern Missouri CEO.[9]

April 28, 2017: Phillips 66 is Modernizing SCC units at Wood River Refinery to Increase Clean Product Yield

Greg Garland told analysts during the quarterly earnings conference call on April 28, 2017 pursuing high-return quick-payout projects in refining. "At the Billings Refinery, we're increasing heavy crude processing capability to 100%. This project is expected to be finished later this quarter. At Bayway and Wood River Refineries, we're modernizing SCC units to increase Phillips 66 is clean product yield. Both of these projects are expected to complete in the first half of 2018." Garland added that during the quarter, Phillips 66 had major turnarounds at the Ferndale, Bayway, Lake Charles and Wood River refineries. "So during the quarter, we successfully completed several major turnarounds in Refining and Chemicals. This represents our highest level of turnaround activity in a quarter since the formation of our company."[10]

December 29, 2016: Seven Rail Cars Overturn at Phillips 66 Wood River Refinery

The Belleville News-Democrat reported on December 29, 2016 that seven cars overturned at the Wood River Refinery in Roxana on Thursday morning, spilling about one gallon of acid that was quickly contained, according to officials. “We are monitoring the area, and there are no injuries or impacts to the community. Refinery operations are not impacted,” read a statement from Wood River Refinery. Norfolk Southern spokesman Dave Pigeon said the material that leaked was a waste product from the refining process known as spent sulfuric acid. It can eventually be recycled and reused, he said, but is transported as hazardous materials. There were seven cars derailed in the incident, Pigeon said, with five cars that came to rest on their sides while two remained upright. As of 3:30 p.m., Norfolk Southern workers had uprighted three of those five cars.[11]

December 9, 2016: Phillips 66 Wood River Refinery Donates $125,000 to Playground Project

The Alton Daily News reported on December 9, 2016 that Phillips 66 Wood River Refinery has donated $125,000 toward Alton's Gordon Moore Park that will be a part of massive upgrades at the facility along Illinois Route 140.[12] “Phillips 66 is a company that believes in the importance of celebrating diversity and achieving inclusion within our community,” Phillips 66 spokesperson Megan Allen said. “This project is a perfect representation of the values we respect and abide by as a company. It was a natural connection for us to be involved in the development of this playground.”[13]

October 31, 2016: Phillips 66 Wood River Refinery Settles Wastewater Pollution Case

The St. Louis Post-Dispatch reported on October 31, 2016 that Phillips 66, ConocoPhillips and WRB Refining — the past and present operators of the Wood River Refinery have agreed to pay a civil penalty of $125,000 and install new wastewater control systems at the refinery after alleged releases of wastewater contaminants that exceeded the facility’s permitted levels. Pollutants that exceeded allowable levels for the facility included mercury, fecal coliform, ammonia and other byproducts. Courts records show the exceedances were documented in monthly reports submitted by the refinery to the Illinois EPA from 2011 to 2016. Phillips 66 issued a statement saying the settlement “acknowledges the improvements the refinery has already made to improve the refinery’s wastewater treatment performance, as well as outlines additional investments the refinery is committed to implement.”[14]

October 10, 2016: Phillips 66 Wood River Refinery Donates $23,000 to Hartford Fire Department

The Alton Telegraph reported on October 10, 2016 that the Hartford Fire Department recently received a $23,000 donation from Phillips 66 Wood River Refinery to replace aging bunker and turnout gear. The department is made up of 16 to 20 volunteer firefighters and EMS personnel. It provides community-wide protection in fire calls, rescue calls, EMS calls, motor vehicle accidents and hazardous material containment. Phillips 66 operates a pipeline terminal and lubricants plant in the village of Hartford and is partially located within the village. “At Phillips 66, safety is one of our core values,” terminal supervisor Jim Mayse said. “We were pleased to award this grant to those who selflessly put themselves into harm’s way to protect the community. It is important that the gear they are using is safe and meets all current standards.”[15]

September 7, 2016: Couple Blames Phillips 66 for Husband's Injuries at Wood River Refinery

The Madison Record reported on September 7, 2016 that Joe Hemmer and Nicole Hemmer filed a lawsuit Aug. 25 in Madison County Circuit Court against Phillips 66 Company alleging negligence in not protecting workers in its Wood River refinery. According to the complaint, on Aug. 26, 2014, Joe Hemmer was working at defendant's facility as an iron worker under the employment of Federal Steel & Erection Company when he collapsed near the defendant's exhchanger, suffering severe brain damage due to excessive heat. The plaintiffs allege Phillips 66 failed to inspect for the dangerous conditions in its working area, negligently allowed the dangerous condition to exist and negligently allowed toxic chemicals to be present in plaintiff's working area. and are seeking judgment of more than $50,000, plus court costs.[16]

July 29, 2016: Debottlenecking and Yield Improvement Projects Near Completion at Wood River Refinery

Phillips announced during their earnings release on July 29, 2016 that Wood River Refinery has debottlenecking and yield improvement projects that are scheduled for completion in the third quarter. [17] Greg Garland told analysts during the 2016 second quarter earnings conference call on July 29, 2016 that "t the Wood River Refinery, we're undergoing debottlenecking and are on schedule for completion in the third quarter. At the Billings Refinery, efforts are underway to increase the amount of heavy Canadian crude we can run to 100%. At Bayway, work on the FCC modernization is progressing. These are all high return, quick payout projects."[18]

July 27, 2016: Phillips Awards Scholarships to Four Seniors Whose Parents Work at Wood River Refinery

The Edwardsville Intelligencer reported on July 27, 2016 that four local high school seniors will receive a $16,000 college scholarship from the Phillips 66 Dependent Scholarship Program. The competitive program awards outstanding college-bound students whose parents work for Phillips 66 or one of its subsidiaries. “This scholarship program reflects Phillips 66’s commitment to the communities where we live and operate, and builds on our corporate vision of improving lives,” said Melissa Erker, Director of Government and Community Affairs at the Wood River Refinery. Phillips 66 is a growing energy manufacturing and logistics company with high-performing Midstream, Chemicals, Refining, and Marketing and Specialties businesses, headquartered in Houston. “We congratulate these four students on their achievements inside and outside the classroom and wish them every success in college,” Erker said. The Phillips 66 Dependent Scholarship Program will annually award as many as 66 four-year scholarships of $16,000 each for higher education at any accredited institution. Scholarship Management Services, a neutral, third-party administrator of educational assistance programs, selects the recipients and manages the program for Phillips 66.[19]

July 18, 2016: FCCU Running at Reduced Rates Due to Cooling Issues at Phillips 66’s Wood River Refinery

Phillips reduced rates on a 48,000 b/d fluid catalytic cracking unit (FCCU) at its Wood River refinery on Monday due to cooling issues, according to a source familiar with the plant’s operations. The source described the production cuts as “modest,” but did not give a specific figure. The refinery has a second FCCU, which has a capacity of 42,000 b/d and is unaffected, the source said. [20]

June 29, 2016: Boilermaker Sues Phillips 66 for Negligence at Wood River Refinery

The Madison Record reported on June 29, 2016 that James Mason filed a lawsuit June 22 in Madison County Circuit Court against Phillips 66 Company, ConocoPhillips WRB Partner LLC, Phillips 66 WRB Partners Holdings, Cenovus Energy US LLC and WRB Refining LLC, doing business as Conoco Phillips Wood River Refinery, alleging negligence in failing to provide a safe place to work. According to the complaint, on June 23, 2014, while in the course of working as a boilermaker at Conoco Phillips Wood River Refinery, Mason touched a wooden pole on which certain electrical equipment existed, causing him to be electrocuted and suffer serious injuries. The plaintiff alleges the defendants failed to keep the area in safe and proper condition to prevent electric shock, failed to repair electric equipment near the wooden pole and failed to ground the wooden pole to prevent shock.[21]

June 27, 2016: Phillips to Restart Crude Unit at Wood River Refinery within 48 Hours

Phillips plans on restarting a 64,000b/d crude unit at its Wood River, Illinois refinery within the next 48 hours after it was unexpectedly shut down on Monday morning, according to a source familiar with the plant’s operations. [22]

June 19, 2016: Lewis & Clark Community College has a Two-Year Associate’s Degree Program in “Process Operations” to Train People for the Phillips 66 Refinery in Wood River

The St. Louis Post-Dispatch reported on June 19, 2016 that Lewis & Clark Community College has a two-year associate’s degree program in “process operations” to train people for the Phillips 66 refinery in Wood River. “We have a miniature refinery on our Edwardsville campus,” says Kent Scheffel, vice president of enrollment services at Lewis & Clark. Newly hired refinery workers can earn $75,000 a year and many students land refinery jobs before they graduate and finish the program part-time. “They are in demand right now,” Scheffel said. Tuition for all two years runs about $8,200 for Metro East residents, plus books.[23]

Lewis & Clark Community College’s process operations technology program was developed in collaboration with ConocoPhillips in Wood River, Ill., and in consultation with the Center for the Advancement of Process Technology in the Gulf Coast region and the Sigma Aldrich partnership, which resulted in a professional and focused plan of study. Completion of the program provides a high probability of placement as a process operations technician within the process industry. Process technicians learn how to operate furnaces, distillation columns, reboilers, heat exchangers, steam systems, and cooling-water systems — the essential elements of all process industries. With degree credentials and supervised on-site internship experience in hand, students qualify for a career in the nationally critical field of petroleum refining, oil and gas production, petrochemicals production, biochemicals production, base chemicals production and power generation. Employment opportunities as a process operations technician will be expansive — within the region and across the nation.[24]

Lewis and Clark’s Process Operations Technology program is one of only 18 nationally accredited “endorsed colleges” through the North American Process Technology Alliance (NAPTA). “We went from a regional accreditation to a national one, and have hit the highest tier of accreditation as an endorsed college, which is powerful recognition of the work we’ve done developing the program, as well as what our students have accomplished,” said Mike Morgan, coordinator and instructor in Process Operations Technology at Lewis and Clark Community College. “We are also the first college, of only 18 endorsed schools across the country, located in the Midwest.” Also known as “specialized” or “professional accreditations,” these credentials ensure that specific vocational programs are meeting national quality standards. The 18 endorsed schools, now including Lewis and Clark, each have an active advisory committee, have completed a comprehensive program audit and have been approved for endorsement by the NAPTA, an active partner with CAPT. “As our first member from another alliance, (Lewis and Clark is) setting an example for other schools to follow, and further strengthening our efforts to build consistency and sustainability for PTEC across North America,” said NAPTA President W. Eric Newby.

Process Operations Technology graduates go on to earn approximately $20 to $35 per hour. Lewis and Clark graduates have gone on to work for companies like Abengoa AG, Afton Chemical, Ameren UE, Calumet Petroleum, Center Ethanol, Covidien, Elementis, Eastman Chemicals, Explorer Pipeline, GS Robbins, Jost Chemical, Kinder-Morgan, Marathon Pipeline, Marathon Refining, Metropolitan Sewer District, Prairie State Energy, Phillips 66 Refining, Proctor & Gamble, Shell Off-shore, Sigma-Aldrich, Solvay Flourides and SunCoke. “It’s definitely an exciting time for Process Operations Technology, which continues to grow,” Morgan said. “As the need for industry grows, and with companies looking to replace anywhere from 30-50 percent of their workforce over the next five years, there are numerous opportunities available for employment in refineries, chemical plants, water treatment facilities and more.”[25]

May 26, 2016: Phillips Reports Flaring, Process Unit Upset at Wood River Refinery

Phillips reported flaring due to process unit upset at its Wood River, Illinois refinery on May 26, according to a filing with the Illinois Emergency Management Agency.[26]

May 10, 2016: Mid-Continent Refineries Including Phillips 66 Wood River Refinery Brace for Prolonged Shutdown of Canadian Oil After Wildfires

Argus Media reported on May 10, 2016 that Midcontinent refiners including Phillips 66 will likely tap into crude storage at Cusing and use Gulf coast pipelines to make up for Canadian crude supplies curtailed by wildfires raging through Alberta, Canada that have displaced thousands from communities tied to oil sands development and shut in more than 1mn b/d of production. Refiners did not yet know exactly how the disaster would affect crude shipments into the US midcontinent, which averaged 2.1mn b/d last year but sources familiar with operations expected some kind of disruption and said companies were making plans for alternate supplies. In the wake of the fires those refiners may now turn to continued access to near-record volumes at the crude oil storage hub in Cushing, Oklahoma. Crude in Cushing storage has swollen to a record 67.5mn bl this year, and were last week at 66.3mn bl. Taking Cushing crudes would be a change in diet for refiners like BP, Marathon Petroleum and Phillips 66, which have all undertaken major expansions to their ability to process oil sands crude over the past five years. Phillips 66 declined to comment on specific supply adjustments but said the company does expect reductions to its crude supply. The US independent refiner imported an average 200,000 b/d in 2015 for the 356,000 b/d Wood River refinery in Roxana, Illinois, it operates with Canadian integrated firm Cenovus.[27]

According to Reuters oil producers and refiners are bracing for a prolonged shutdown and possible supply constraints from Canada's vast oil sands region as a destructive wildfire raged for a second week. Officials said resuming operations would be a challenge and no timeline had been considered. "This production is not gone for good, yet when fires are controlled, restarting production will take several more weeks, even without damage," energy analysts at Morgan Stanley said in a note. Three firms have issued warnings of "force majeure" events, including BP Plc, which produces oil in Canada via a partnership with Husky, Suncor Energy Inc, the largest Canadian oil producer, and U.S. refiner Phillips 66. Force majeure is an unforeseen event that prevents a party from fulfilling a contract. The notices were for the inability to deliver on some contracts for Canadian crude. Record U.S. inventories and plentiful supplies in storage in western Canada will offset some of the losses from the blaze but prolonged outages in the oil sands, which has the world's third-largest crude reserves, could roil producers and traders' contracts and order books.[28]

May 6, 2016: Phillips Issue Force Majeure on Canadian Crude to Wood River Refinery Due to Alberta Wildfire

BP, Suncor Energy, and Phillips on Friday warned they will not be able to deliver on some contracts for Canadian crude, a further sign that output cuts due to wildfires are curbing supplies from the Alberta oil sands region. BP Plc said it had alerted customers to a force majeure event at one of its suppliers, which means several grades of Canadian crude oil will not be as readily available to its customers through the rest of May. BP produces oil in Canada via a partnership with Husky Energy Inc. Suncor Energy said it had issued various force majeure notifications to customers, service providers, and other third party contractors that will be affected by reduced operations in the region. Phillips issued notice of force majeure on Canadian crude deliveries due to interruptions in third-party oil production in Canada’s oil sands. A person familiar with BP’s U.S. refining operations said supplies to its 405,000 b/d Whiting, Indiana; 225,000 b/d Cherry Point, Washington; and 135,000 b/d Toledo, Ohio refineries have not been affected. The U.S. imports about 3.5 million b/d of Canadian crude oil. Record U.S. inventories and plentiful supplies in storage in Western Canada will offset some of the shutdown. According to Genscape, total inventories in Alberta were 26.5 million barrels at the end of April, equivalent to less than a month of output currently offline.[29]

April 27, 2016: Phillips Idles Part of Wood River Refinery

Reuters reported on April 27, 2016 that Phillips 66 has unexpectedly shut down a 64,000 barrel-per-day crude unit and associated vacuum distillation unit and a coker at Wood River Refinery after heavy storms knocked out power to the western portion of the plant on April 26, 2016, according to a source familiar with the plant's operations. It is still unclear when the units will be restarted, the source said.[32]

April 27, 2016: Phillips Shuts Crude Units, Coker after Storms Partially Knock Out Power at Wood River Refinery

Phillips shut down a 64,000 b/d crude unit, an associated vacuum distillation unit, and a coking unit at its Wood River, Illinois refinery on Tuesday after heavy storms knocked out power to the western portion of the plant, a source familiar with the plant’s operations said. April 12, 2016: Phillips Reports Unit Startup Upset at Wood River Refinery

Phillips on Tuesday reported a “unit startup upset” at its Wood River refinery, according to a filing with state regulators. The refinery is returning to normal operations following the restart of TransCanada’s Keystone crude oil pipeline on Sunday. April 5, 2016: Phillips 66’s Wood River Refinery Shuts Crude Unit, Coker

Running at Minimum Rates Following TransCanada Keystone Pipeline Closure – Sources Phillips on Tuesday shut a 64,000 b/d heavy, sour crude distillation unit (CDU) and 16,000 b/d coker unit at its Wood River, Illinois refinery due to the sudden closure of the 591,000 b/d Keystone crude oil pipeline, according to a source familiar with operations. On April 4, sources indicated the refinery had cut processing rates to minimal levels as a result of the outage. Phillips said it was still meeting product supply commitments to its customers in the region. TransCanada, which shut the pipeline on April 2 to investigate and remediate a spill of about 187 gallons near its Freeman pump station in Hutchinson County, South Dakota, anticipates the earliest restart date on Friday, April 8. [37]

April 4, 2016: Keystone Pipeline Closure Affects Operations at Phillips 66's Wood River Refinery

Reuters reported on April 4, 2016 that the sudden closure of the Keystone oil pipeline from Canada due to a potential leak in South Dakota has forced Phillips 66 to shut several units at its Wood River Refinery in Roxana, sources said. Phillips’ Wood River Refinery has shut down a 64,000 bpd “sour” unit — which processes oil with a high sulfur content — and a 16,000 bpd coker due to the disruption in supply, two sources told Reuters. The company is using the opportunity to advance some planned work on the units during the shutdown, which could extend beyond the restart of the pipeline, the sources said. The refinery imported nearly 200,000 bpd of heavy sour Canadian crude last year, according to U.S. government data.

Houston-based Phillips 66 confirmed that it cut rates at the refinery to deal with the pipeline issues, but declined to discuss or confirm the shutdown of the units. “At this time we are still meeting product supply commitments to our customers in the region,” Phillips 66 said.[38]

April 1, 2016: Phillips Reveals Upgrade Plans for Wood River Refinery

Phillips said it was planning upgrades at its 336,000 b/d Wood Rover, Illinois refinery and its 59,000 b/d Billings, Montana refinery in order to process additional heavy Canadian crude. The company will invest $200 million to modernize a fluid catalytic cracking plant at the Wood River site, but did not disclose a timeline for the work. Other activities at the Wood River site include expanding the refinery’s ultra-low sulfur diesel output and increasing capacity to process an additional 18,000 b/d of diluted heavy crude, which are slated to start-up in the third quarter of 2016. In Billings, a $300 million upgrade project to run 100 percent heavy crudes as well as crude oil with high acid content was slated for completion by 2017. [39]

March 16, 2016: Lawsuit Against Phillips 66 Claims Gender Discrimination at Wood River Refinery

The Alton Telegraph reported on March 26, 2016 that Kimberly Helbig, a former employee of the Wood River refinery operated by Phillips 66, has filed suit claiming she was fired in retaliation for complaining about alleged gender and age discrimination. Helbig claims she was fired as an operator of a coker, which is a device used to process crude oil. She was the only female working on the coker, she claims, and her supervisors would excessively scrutinize her work and make intimidating comments and threats, she claims. Helbig claims one supervisor reprimanded her about using a radio, but did not reprimand the male co-workers for the same conduct. She claimed people would hide her equipment and clothing and that male workers would use the women’s restroom. Helbig complained the she was subjected to treatment designed to induce her to resign. Meetings with the human resources department did not resolve the problems. She said she felt she was being harassed but did not react for fear of retaliation. She was placed on disciplinary suspension pending investigation on February 6, 2015. She claims no reason was provided.

The Illinois Department of Human Rights dismissed a similar complaint filed by Helbig on December 17, 2015. The notice of dismissal claims there was not substantial evidence to support the allegations.[40]

"When we think about our base refining business, it is a run-well and optimize strategy. It’s manage your costs well, manage your capital well going into this business, and improve your margins through selective investments. You can see we’re spending a little more in refining in 2016. We’re giving you an idea of some of the projects that we’re executing. We have opportunities across the system; at Wood River, we’ve got some de-bottlenecking, essentially to debottleneck some of the light ends constraints we have at Wood River so we can run more heavy crude. We’re going to upgrade the FCC at Wood River, about a $200 million capital project all in, $100 million of EBITDA, so 2 times build multiple, 30-40% return project."[44]

February 24, 2016: Phillips Reports No Impact to Operations from Brief, Weather-Related Power Outages at Wood River Refinery

Phillips said there was no impact to operations from brief, weather-related power outages in non-process areas of its Wood River, Illinois Refinery on Wednesday. Energy Intelligence Service Genscape had previously reported that the refinery had shut down a 64,000 b/d crude unit, a 30,000 b/d vacuum distillation unit, and a 16,000 b/d coker unit. The St. Louis region experienced heavy wet snow overnight, leading to power outages, including in the vicinity of the refinery, according to an outage map on Ameren’s website. The energy provider Ameren would not disclose whether the refinery experienced a power outage. The units are in the western portion of the refinery, adjacent to a neighborhood that experienced power outages, according to a source familiar with the plant’s operations. The refinery is supplied partially by crude out of Cushing, Oklahoma. The company did not clarify if the unit shutdowns were associated with the power outages.[45]

The Riverbender reported on January 26, 2016 that during the post-Christmas torrential rains, water flowed over the area at Illinois 143 between Illinois Route 255 and caused it to be closed for two-plus weeks. City Manager Jim Schneider says Phillips 66 helped immensely with the water situation. “Melissa [Erker] called me and asked how Phillips 66 could help and they sent a crew over there with pumps for a few days,” said Schneider. “Our city employees and IDOT also did a good job working with the area. Without Phillips 66 assisting, the water would have been over the road for more days, Schneider added. The city manager is hopeful that Phillips 66 and IDOT both will work with the city to find a permanent solution to the problem with water spilling out to the road on both sides of Illinois 143 near Illinois 255.[48]

Reuters reported on January 4, 2016 that Spectra Energy restarted its Platte pipeline to the Wood River Refinery on January 3, 2016 after shutting it last week as a precaution because of Mississippi River flooding, according to a shipper notice. Enbridge Inc also shut its Oklahoma-to-Illinois Ozark pipeline last week for the same reason, as it crosses the Mississippi River between Missouri and Illinois, but aimed to restart it on January 4, 2016. Both pipelines help supply Phillips 66's 336,000 barrels-per-day refinery in Wood River, Illinois.[51]

December 30, 2015: Spectra Energy Shuts Platte Pipeline to Wood River Refinery because of Flooding

The St. Louis Post-Dispatch reported on December 30, 2015 that Spectra Energy has shut its Platte pipeline which connects to the Wood River Refinery in the Metro East due to flooding along the Mississippi River. The pipeline is the second crude system delivering into the Wood River Refinery to shut as a result of flooding following severe weather throughout parts of the Midwest. Enbridge previously confirmed its 200,000 barrel-per-day Ozark pipeline, which runs from Cushing, Okla., to Wood River, shut due to the flooding.[52]

Additionally, the refinery had reported a unit upset on Saturday, according to a filing with Illinois Emergency Management Agency over the weekend. [60]

October 1, 2015: Trespasser Reported at Phillips 66’s Wood River Refinery, Output Unaffected

Phillips reported an intruder at its Wood River refinery in Illinois to local law enforcement late Wednesday afternoon, but said operations were not affected. A person riding a bicycle was seen entering the premises of the refinery. The refinery asked local law enforcement to assist with a grid search of its facility, a company spokesman said on Thursday.[61]

October 13, 2015: $23 Million Upgrade Planned for Pipeline to Wood River Refinery

The St. Louis Post-Dispatch reported on October 13, 2015 that Enbridge Inc. will begin a $23-million safety and security upgrade to Enbridge’s Ozark Pipeline that runs beneath the Mississippi River from north St. Louis to the Wood River Refinery. The Canadian oil and gas company plans to bore a tunnel under the Mississippi River from Illinois into Missouri. Enbridge’s 215,000 barrel per day Ozark Pipeline runs from Phillips 66’s Wood River refinery in Roxana to a storage terminal in Cushing, Okla.[62]

October 1, 2015: Search Ends for Intruder at Wood River Refinery

KMOV reported on October 1, 2015 that the search has been suspended for a person riding a bicycle who was reportedly seen inside Wood River Refinery at 730 pm on September 30, 2015. Nobody matching the person’s description was found , but crews are continuing to search the facility. Officials with Phillips 66 suspended the search for the person around 6 a.m. There is currently no threat or cause for concern, authorities said.[63]

September 10, 2015: Phillips Delays Restart of 42,000 bpd FCC at Wood River Refinery

Retuers reported on September 10, 2015 that Phillips has delayed restarting the 42,000 bpd fluid catalytic cracker at Wood River Refinery until September 14, 2015 according to sources famiiar with the refinery. The FCC was shut down on September 8, 2014 after a leak was discovered. The repair was originally scheduled to be completed in 48 hours but has been dealyed four days further. The unexpected outage occurs at the same time that Phillips shut down down a 120,000 crude unit and an associated fluid catalytic cracker at its refinery in Wood River, Illinois for up to 35 days of planned work. Another 16,000 bpd coker unit has been shut down since August 31, 2015.[64]

September 8, 2015: Phillips Shuts Down 120,000 bpd FCC for 35 Days of Turnaround

The Economic Times reported on September 8, 2015 that Phillips 66 began shutting down a 120,000 crude unit and an associated fluid catalytic cracker at its refinery in Wood River, Illinois for up to 35 days of planned work, according to a source familiar with the plant's operations. The turnaround had originally been scheduled to begin September 11, 2015.[65]

September 3, 2015: Phillips Completing Temporary Replacement for Collapsed Cooling Tower at Wood River Refinery

Reuters reported on September 3, 2015 that Phillips plan to have a temporary coolng tower in place by September 3, 2015 which will allow them to run its Fluid Catalytic Crackers (FCC) at normal rates, according to a source ramiliar with operations at the refinery. A cooling tower collapsed on August 25 forcing one of the FCCs to be shut down and the other to be run at reduced rates.[66]

August 31, 2015: FCC Units Running at Reduced Rates Until Collapsed Cooling Tower Replaced

Reuters reported on Augusut 31, 2015 that Phillips 66 is running both its gaoline-making FCC units at reduced rates at the Wood River Refinery following collapse of a colling tower on August 25, 2015, according to sources familiar with operations at the refinery. The FCC units will continue to run at reduced rates until Phiilps finds a temporary replacement for the collapsed water tower.[67]

August 28, 2015: Gasoline Unit Restarted after Cooling Tower Collapse at Wood River Refinery

The St. Louis Post-Dispatch reported on August 28, 2015 that a 42,000 bpd fluid catalytic cracking unit was restarted on August 28, 2015 after the collapse of a cooling tower at Phillips 66’s Wood River refinery put the unit our of service on August 24, 2015. The restart of a gasoline-making unit was underway on the morning of August 28, 2015 after previous attempts to bring the unit online were unsuccessful because of technical glitches said a source familiar with plant operations. The other FCCU unit remained at reduced rates, the source added.[68]

August 26, 2015: Cooling Tower Collapses at Wood River Refinery Shutting Down 42,000 bpd FCCU

The St. Louis Post-Dispatch reported on August 25, 2015 that a cooling tower at Phillips 66’s Wood River refinery collapsed on August 24, 2015, forcing the plant to shut a 42,000 bpd fluid catalytic cracking unit, or FCCU and run a second one at reduced rates, said a source familiar with plant operations. Workers at the refinery may try to restart the FCCU, within the next 48 hours, the source said. The refinery has two such units with capacity of 42,000 and 48,000 bpd, according to IIR Energy data on Eikon. It was not clear which unit was affected. “The Wood River Refinery had an operational upset resulting from a loss of cooling from an upset cooling water tower,” said Phillips 66 spokeswoman Melissa Erker in an emailed statement. “There were no injuries to employees or offsite impacts.," adding that the company was “working to resupply cooling water to the impacted units using redundant cooling water supply from other towers.”[69]

The Alton Telegraph reported on August 24, 2015 that five local high school graduates who are sons and daughters of Wood River Refinery employees will receive a $16,000 college scholarship from the Phillips 66 Dependent Scholarship Program. The competitive program awards outstanding college-bound students whose parents work for Phillips 66 or one of its subsidiaries. The awards are based on academic excellence, community service and financial need. “This scholarship program reflects Phillips 66’s commitment to the communities where we live and operate and builds on our corporate vision of improving lives,” said Melissa Erker, Wood River Refinery spokeswoman.[70]

August 19, 2015: Phillips Reports Flaring at Wood River Refinery

Nasdaq reported on August 19, 2015 that a tripped unit at its Wood River Refinery has caused a flaring of gases. In a filing posted on the website of the Illinois Emergency Management Agency, Phillips 66 said the incident at the Wood River refinery was discovered late night on August 18, 2015 and said the release of gases is ongoing. Representatives from Phillips 66 weren't immediately available to comment.[71]

August 18, 2015: Phillips Shuts Hydrocracker at Wood River Refinery

Phillips shut a 38,000 b/d hydrocracker at its Wood River refinery in Illinois on Tuesday due to a compressor trip, a source familiar with refinery operations said Wednesday. The company reported that an unidentified unit tripped offline Tuesday, according to a filing with Illinois Emergency Management Agency. The Ozark pipeline, which carries crude oil to the refinery from Cushing, Oklahoma, briefly saw decreased flows on Tuesday, according to energy industry intelligence service Genscape as reported by Reuters on August 19, 2015.[72]

August 18, 2015: Phillips May Postpone PLanned September Turnaround at Wood River Refinery

Bloomberg reported on August 18, 2015 that Phillips 66 is weighing the postponement of a planned September turnaround at its Wood River refinery by several weeks, say people familiar with the deliberations. Profit margins reached $50.48 in the Chicago area on August 12, the highest since September 2008, tempting refiners to rethink the tradition of doing repairs after the peak gasoline season wanes in September. On the same day, the spread between gasoline and oil traded in New York was $30.73. A decline to a $38.19 margin in Chicago on Tuesday still leaves the regional spread at its highest in more than two years. The Energy Information Administration estimated on August 18, 2015 that as much as 140,000 barrels a day of gasoline output is being lost after leaks at the biggest crude unit in the Whiting refinery reduced operations there. “The pressure is high because the refining margin is good and refiners have to serve the consumers who are struggling with this spike in gasoline prices,” said Phil Flynn, senior energy analyst at Price Futures Group in Chicago. “They will face political pressure as people ask ‘‘why are you going into maintenance when we have a major refinery shutdown?’’[73]

August 11, 2015: Phillips Fixes Compressor at Wood River Refinery

Phillips resolved a problem with a compressor at its refinery in Wood River, Illinois and the facility was running normally, according to a person familiar with the refinery’s operations. Workers were preparing to shut a 120,000 b/d crude unit for up to five weeks in early September according to a report from Reuters on August 11, 2015.[74]

July 15, 2015: PHMSA Issues Mandatory Shutdown, Repair of Plains All American Capwood Pipeline to Wood River Refinery Following Leak

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) issued a corrective action order late on July 14 to Plains All American Pipeline (PAA) related to the Pocahontas pumping station leak, which is one of several such stations along the Capwood Pipeline and 20-inch diameter Patoka to Wood River, Illinois line. Both lines are currently out of service, the order states. The order requires the operator to investigate the incident, make repairs and report back to PHMSA before resuming operations at the line, which feeds Phillips 66’s 336,000 b/d Wood River, Illinois refinery. Sources say the refinery’s operations have been unaffected by the incident, as it can receive crude supplies via a variety of other means, including other pipelines. PAA on Tuesday said there is no estimated timeline for restart.[75]

July 10, 2015: Phillips Assessing Operations Impact on Woods River Refinery after PAA’s Capwood Pipeline Shuts Flow After Booster Station Leak

Phillips said it was assessing the impact on operations at its Wood River refinery as a result of Plains All American’s (PAA’s) 277,000 b/d Capwood pipeline shutdown. Phillips said at this time it did not anticipate any impacts at the refinery. The Capwood pipeline runs from Patoka, Illinois, to Wood River, Illinois according to a report from Reuters on July 13, 2015.[76]

July 6, 2015: Phillips Resumes Full Operations at Wood River Refinery after Power Loss July 1

According to a source, Phillips 66’s Wood River, Illinois refinery resumed full operations Monday following a brief outage caused by a loss of power, according to a source familiar with the plant’s operations. The plant lost power in at least one unit Wednesday, the company said last week, resulting in reduced capacity of about 60,000 b/d. Energy industry intelligence service Genscape reported Sunday that the 64,000 b/d crude unit and a 30,000 b/d vacuum distillation unit were restarted. On Monday morning, Genscape reported that a 16,000 b/d coker had also restarted according to a report from Reuters on July 6, 2015.[77]

July 6, 2015: Wood River Refinery Restarts After Power Loss

Retuers reported on July 6, 2015 that Wood River Refinery resumed full operations on July 6, 2015 following a brief outage casued by a loss of power, according to a source familiar with the plant's operations. The plant lost power in at least one unit on July 1, 2015 and was running about 60,000 bpd under its normal capacity heading into the holiday weekend. Energy industry intelligence service Genscape reported that a 64,000 bpd crude unit and a 20,000 bpd vacuum distillation unti were restarted.[78]

Riverbender.com reported on May 28, 2015 that the Community Advisory Panel (CAP) of the WRB Wood River Refinery has awarded six scholarships in the amount of $700 to area high school seniors to help students offset the cost of tuition at a community college, university or technical school. Since the establishment of the Wood River Refinery Community Advisory Panel Scholarship in 2008, more than $22,000 has been awarded to area students. The CAP, comprised of 17 community members and 6 refinery employees, was established in 2003 to facilitate communications and information sharing between the refinery and local communities. The CAP meets monthly, but also hosts special events in the community. On July 17, 2015, the CAP will host a free family movie night at the Nazarene Community Center in Roxana.[83]

Christine Favilla wrote a letter to the editor of the Madison-St. Clair Record on April 22, 2015 on behalf of the Piasa Palisades Group of the Sierra Club that she was shocked to hear news stations report that the river is safe at this time after Phillips 66's ruptured pipeline spilled 30,000 gallons of diesel fuel into the Cahokia Canal on Apri 18, 2015.

The Cahokia Canal empties into the Mississippi, a source of our drinking water for St. Louis. The Cahokia Canal was already under review for excess dissolved oxygen, total nitrogen, sedimentation/siltation, major habitat alterations, and total phosphorus. Add diesel to that list. We understand that the Phillips 66 personnel, Coast Guard, and oil spill response organizations are assessing the shoreline and recovery efforts. The question we hope they are addressing is: did the pipeline have weak safety standards for this project, including using thinner steel for the pipe, using pipe from China, or were they pumping at higher volumes than industry standards? We’ve let oil companies call the shots for too long, and now we’re cleaning up their messes locally. Time after time, these companies have shown their inadequacy at preventing spills, and incompetency at spill response and clean-up. Oil is toxic for most fish and marine species. According to the National Academy of Sciences, cleanup methods can only remove a small fraction of oil spilled in marine waters.[87]

Martin Malloy of Coast Guard Sector Upper Mississippi River. “We will continue to work with the stakeholders to successfully resolve the incident.”[88]

April 17, 2015: Phillips 66 says 25,000 Gallons of Diesel Leaked near Wood River Refinery

The St. Louis Post-Dispatch reported on April 17, 2015 that Phillips 66 estimates about 25,000 gallons of diesel fuel leaked on April 17, 2015 into the Cahokia Canal, a waterway that drains into the Mississippi River prompting the Coast Guard to close a 35-mile section of the river. Phillips 66 discovered a leak in a pipeline that runs from its storage terminal to a barge loading dock at about 8:45 a.m.. The pipeline was shut off immediately and by 10 a.m. the company confirmed the leak had stopped. The barge loading dock is offline while the company continues to investigate the cause of the leak. Illinois Environmental Protection Agency spokeswoman Kim Biggs in an email her agency, the U.S. EPA and the U.S. Coast Guard were all on site responding to the spill.[89]

KMOV reported on April 7, 2015 that Phillips is investing $200 million in two projects that are slated to begin at Wood River Refinery that will create hundreds of jobs for electricians, pipe fitters, and carpenters. When the first Keystone was built, Wood River underwent a massive $3 billion expansion that allowed it to process the new supply of heavy crude oil, and one project will continue that effort to update refining equipment. The other project is to comply with federal environmental rules limiting fuel sulfur content. In total, the projects will take two years. Wood River Refinery currently employs about 850 Phillips 66 workers and 400 contract workers. The new project will not create a lot of permanent jobs but someone with Phillips 66 said it hires 50 workers or more through attrition.[90][91]

An agreement between numerous taxing bodies and the owners of the Phillips 66 Wood River Refinery has been reached that would eliminate repayment for taxes collected in 2011 and 2012, and lower the refinery’s 2013 assessed value by about $100-million. Phillips filed an objection earlier this year over the amount of taxes levied by the Village of Roxana, the Roxana Park District, Roxana Library District and the Roxana School District. Parties still have to sign off on the agreement.[110]

But whether or not we'll see an increase will be driven by market economics and values at the refinery."[117]

Shimkus is on the Congressional Energy Subcommittee, and was at the refinery to support Bost as well as future legislation regarding the controversial Keystone Pipeline XL. Shimkus said that the general public was not aware of how many pipelines there were in everyday use. “It is the safest, cheapest, and most environmentally sound way to move liquid product,” said Shimkus and added that Democrats in Congress were “dragging their feet” on the matter and he said that it was “ridiculous.” The two were discussing the expansion of the Keystone Pipeline with Phillips 66 in the background to display how many jobs American energy creates. According to representatives from Phillips 66, the refinery employs as many as 850 people directly and 400 indirectly through contract work. Many jobs were created when the refinery spent $4 billion to prepare for the incoming Canadian crude oil according to Shimkus. “They gave us jobs in a time when there wasn’t a lot of jobs in the area,” said Shimkus. After their short statements at the Phillips 66 refinery in Wood River, Shimkus and Bost went to Percy, Ill. to tour the Nighthawk Coal Mine.[118]

The Phillips 66 Dependent Scholarship Program will annually award as many as 66 four-year scholarships of $16,000 each for higher education at any accredited institution. Scholarship Management Services, a neutral, third-party administrator of educational assistance programs, selects the recipients and manages the program for Phillips 66.[122]

April 26, 2014: Phtographer's Art Project Puts Him at Odds with Wood River Refinery

The St. Louis Post-Dispatch reported on April 26, 2014 that when documentary filmmaker and educator Tom Atwood set out to photograph the industrial grandeur of the Wood River refinery, he had tense encounters with the owners and police, who he said have treated him like a potential terrorist. Atwood is in the final stages of “The Refinery Project,” and many of Atwood’s pictures feature attractive women, often showing a fair amount of skin, set against the refinery’s imposing backdrop of soot-stained stacks, steam clouds and twinkling lights.“I remember the first time that I drove past the refinery with my family and being shocked that an industrial plant of such magnitude was so close to suburban communities,” Atwood said.

Atwood said that he had been stopped and questioned — illegally, he asserts — about half a dozen times by refinery security guards and police officers, particularly those from Roxana and South Roxana. His first shoot was typical of scenes that would play out over the course of the project at the complex, which sits in Roxana just north of the boundary with South Roxana. “I was setting up for a shoot on a long, gravel parking lot along Madison Street in South Roxana,” Atwood said. “There was no sign on the lot; it looked like a public parking area.” Within minutes, a police car pulled up. “The officer told me, ‘You can’t do that here,’ ” Atwood said. It turned out that the parking lot was private property, owned by the refinery. Atwood would come to learn that the refinery owns just about all the property that abuts the behemoth plant that is not a city street or sidewalk. Atwood said he was careful from then on to shoot only from public streets and sidewalks. At one point, he said, a South Roxana officer told him that the refinery had the power under the Patriot Act to confiscate his camera. He said other officers had threatened to arrest him in the name of special Homeland Security laws, and that plant guards, citing the terrorist attacks of 9/11, have threatened to have his name placed on a national list as a security risk.

Refinery spokeswoman Melissa Erker said Atwood’s project qualified as “suspicious activity” under the Maritime Transportation Security Act. “Under this act, we are required to report any suspicious activities, which includes Atwood taking pictures of the facility,” Erker said this week. “Unfortunately, post 9/11, that’s the way we have to act in this world.”

A national expert on the First Amendment said recently that Atwood had the law on his side. “Basically, the law says that if you can see it standing in a public place, you can photograph it,” Osterreicher said. “Nonetheless, many times I have dealt with this very issue in Washington, where security guards and police are telling people they can’t take a picture of this or that building.”

Tom Atwood and the refinery recently reached a tenuous accord: The plant will not call in guards or police if Atwood notifies it ahead of any shoot to divulge when and where he would take pictures. There were times when I told myself that I should just man up and force them to arrest me. I stood down because my models did not deserve to be drawn into that kind of drama,” he said. “But that doesn’t mean I like it.”[123]

March 26, 2014: Phillips Pays $500,000 Fine for Clean Air Violations at Wood River Refinery and Four Other Refineries

CSP Daily News reported on March 26, 2014 that Phillips will pay a $500,000 penalty for violations of the Clean Air Act at the Wood River Refinery in Roxana, Ill., the Alliance Refinery in Belle Chasse, La., the Sweeny Refinery in Old Ocean, Texas, the Lake Charles Refinery in Westlake, La., the Borger Refinery in Borger, Texas, and several terminals across the country. Phillips also agreed to retire more than 21 billion sulfur credits that could have been used in the production of gasoline, which could potentially lead to significantly less pollution from vehicles. In a administrative settlement agreement, the EPA alleged that the company generated invalid sulfur credits between 2006 and 2012 and that Phillips failed to comply with recordkeeping, reporting, sampling and testing requirements at the five refineries. EPA discovered these violations during facility inspections and through a review of company records, which included the results of third-party company audits required by the Clean Air Act.[124]

In answer to a question from analyst Faisel Khan of Citigroup Global Markets Inc. at the third quarter earnings conference on October 30, 2013 Garland told analysts that Phillips is really looking at ways to increase heavy crude capacity at Wood River Refinery. "Yes, it’s a potential project and it’s really looking at ways to utilize fully that system. So, I think we’re always interested in those higher returns, debottlenecks that did make sense there and so I think we’re continuing to work definitely in the engineering side to try and find a way to increase the use of those heavy crudes and the advantage that we seek with that," said Garland. "It’s not anything at all like the revamp that we went through Wood River runs heavy crudes. This is much more incremental optimization kind of stage show. This is looking at the bottlenecks and thinking about where we can find capacity and ways to handle lights perhaps in the heavy crude."[138]

Rich Johnson, a Phillips spokesman, declined to comment on operations in an e-mail. Johnson said Feb. 26 that planned maintenance at the refinery was under way.[167]

Bloomberg reported on March 18, 2013 that the 120,000-barrel-a-day crude distillation unit at the Wood River Refinery, which had been shut, is now running at capacity, said the person, who asked not to be identified because the information isn’t public. The 150,000-barrel-a-day unit is operating at 50 percent of capacity and will return to full rates in the next seven days, the person said. A third unit, which can process about 60,000 barrels of crude a day, is at capacity. Work is planned on that unit for six days in late March.[168]

Bloomberg reported on January 23, 2013 that Phillips plans to shut two crude distillation units, a hydrocracker, a diesel hydrotreater and a coker for 33 days beginning in late February The refinery will begin shutting a hydrocracker on February 26 for work lasting until late March, a diesel hydrotreater on March 9 for six days and a delayed coker on March 25 for six days, according to a person familiar with the turnaround schedule. Other units will be taken down for work during the turnaround, including two desulfurization units for a combined 24 days.[176]

The spokesman said that repairs were underway and that the crude unit was expected to return to production in “a couple of days.” The CDU is one of three at the Wood River refinery.[178]

Tim Taylor reported at the Phillips Third Quarter Earnings Conference on October 31, 2012 that the scheduled maintenance turnaround at the Wood River Refinery is currently underway and is proceeding as planned. "Wood River and Borger are both in turnarounds today. We expect those back in operation here in November. Those are major turnarounds. Borger is a very significant one. We do have some operations continuing at Wood River today. Those are planned turnarounds that we've had. We've got smaller turnarounds going on at LA that has some minor impacts in terms of its throughput."[184]

October 26, 2012: Contaminated Houses near Phillips' Wood River Refinery to Be Torn Down

The Telegraph reported on October 26, 2012 that three houses in a polluted area of Roxana near the west fence line of what is now the Wood River Refinery, operated by Phillips 66, are scheduled for demolition November 5 to allow the expansion of a pollution remediation project after tests showed benzene contamination in the area. Phillips 66 acquired the facility from Shell Oil Company after a series of other owners operated it and Phillips has defended the way it has operated the plant. The three houses near Chaffer and Fourth streets now are vacant after they were acquired by Shell, and neighbors are speculating that more homes may be purchased. The Illinois Environmental Protection Agency has been testing homes in the area for several months and found benzene in occupied rooms in the basements in the homes. One family was put up in a motel for several months before Shell bought their property, said Dale Carroll of the 100 block of Fourth Street near the three homes that are slated for demolition.[185]

October 6, 2012: Roxana School District Receives $10 million More in Property Tax Revenue from Reassessment of the Wood River Refinery

The Telegraph reported on October 6, 2012 that for the 2012 fiscal year, the Roxana School District received $10 million more in property tax revenue from the reassessment of the Wood River Refinery, operated by Phillips 66, with about $9.5 million of the increase attributable to the district's operating funds. The district still is working toward securing a long-term agreement with the refinery, said Superintendent Deb Kreutztrager.[186]

On March 31, 2012 the St. Louis Post-Dispatch reported that at issue is the completion of a $3.8 billion expansion at the Wood River Refinery in 2011. Phillips 66 sought to blunt an expected increase in its assessed valuation — on which property taxes are based — by claiming that the vast majority of its operation is dedicated to pollution control. A pollution control facility designation means significantly smaller assessment increases, which mean that school districts and other taxing bodies get smaller increases in revenue. Plaintiffs in the lawsuit include the village of Roxana and the school districts in Roxana, Wood River and East Alton. They say they were not initially aware of the move because the Pollution Control Board and Illinois EPA did not provide proper information and public access to meetings, in violation of the Open Meetings Act and Freedom of Information Act. As a result, the suit claims, the local governments have not been able to formally dispute what they say is an obviously suspect claim: that $3 billion of the project's $3.8 billion expansion was dedicated to pollution control rather than the business of refining fuel.[187]

The refinery and a larger group of affected taxing bodies negotiated an agreement in 2005 that established tax valuation through 2010. That agreement set the value at about $265 million — an increase of about $85 million — and provided for annual increases at a rate 1 percentage point below any increase of the Consumer Price Index. The refinery also agreed to supplemental payments of more than $3 million for previous tax years. In March 2012, the Madison County Board of Review set the 2011 assessed value at $402.2 million, reflecting a market value of $1.2 billion. It would affect taxes payable this year. That is up sharply from the 2010 valuation of $93.4 million, based on a market value of $280 million.[188][189]

The huge expansion increased the refinery's oil-processing capacity by about a third, to 356,000 barrels per day, and enabled it to process heavy crude from the oil sands of Alberta, Canada. The oil arrives via the 2,100-mile-long Keystone Pipeline, which opened last year. Melissa Erker, a spokeswoman for the refinery, would not comment on litigation specifics but said the pollution control exceptions are part of the state's tax code and "allow us to remain competitive relative to property taxes as compared to other refineries in the Midwest."[190]

Greg Garland told investors and securities analysts at the 2012 Barclays CEO Energy-Power Conference in New York on September 5, 2012 that the $3.8 billion investment in CORE at the Wood River facility was a good investment. "The other way that we're looking at increasing our return on capital in the base R&M business is increasing clean product yield. You see a nice track record here. As we start up Wood River CORE, we premise about a 5% increase at Wood River CORE. We've seen that with the project in about the 1% increase you see between '11 and '12 year to date is primarily associated with Wood River starting up. We think we can drive this another 1% to 2% without significant capital investment. Want to give you a quick update on the CORE project, $3.8 billion at the Wood River facility. I think it was a good investment. You can see on the slide that the first half benefit to Phillips 66 was $200 million pretax. That's slightly better than expectations. When we approved the project a couple years ago, we're seeing the increase in clean products that we premised. We're running about 166,000 barrels a day of Canadian heavy now at the facility. So it's been a good solid project for us."[192]

August 1, 2012: Phillips is Getting 15 to 20% Return on Investment on the CORE Project at Wood River Refinery

Phillips reported during their second-quarters earnings report on August 1, 2012 that Phillips is pleased with their investment the Coker and Refinery Expansion (CORE) project where up to 200,000 barrels a day of Canadian or heavy crude are coming intot he Wood Rive Refinery. "We are seeing the clean product yield improvement that we envisioned, we are net 65,000 barrels a day of clean products to us. So 120 across the refinery. So as we step back and look at that project you know $3.8 billion investment, solid returns in our view. This is a 15% to 20% type return project for us."[194]

According to a report by Downstream Today on December 4, 2008 the CORE Project was a $4 billion expansion to increase the facility's heavy oil processing capacity as well as its overall throughput by adding a coker unit and increase Wood River's bitumen handling capacity nearly 700% to 200,000 b/d and increase the facility's clean product yield to 87%. "The refinery's total capacity will increase by 94,000 b/d to 400,000 b/d. The facility's owners began the expansion in September 2008 following an unexpectedly lengthy process of obtaining the necessary air permits."[195]

When asked at the Q2 Earnings Conference Call by Morgan Bartosh of Citigroup about the CORE Project and what level of heavy light differential is required to make investment in a new coker economically feasible, Garland replied that he wasn't sure that anyone would start a new coker today in today's market environment. "There's more coking capacity than there is heavy capacity to get into the cokers today. And I think we view that through at least 2017," said Garland. " So, but on the other hand I would say that we are pleased with our investment that we made in the CORE project. It is delivering the results that we anticipated. We are up to 200,000 barrels a day of Canadian or heavy crude into Wood River. We are seeing the clean product yield improvement that we envisioned, we are net 65,000 barrels a day of clean products to us. So 120 across the refinery. So as we step back and look at that project you know $3.8 billion investment, solid returns in our view. This is a 15% to 20% type return project for us."[196]

August 1, 2012: Phillips to Run 90,000 to 120,000 bpd of Advantaged Crudes to Wood River Refinery

Phillips reported during their second-quarters earnings report on August 1, 2012 that Phillips wants to move the shale crudes from 120,000 to ultimately 450,000 to 460,000 barrels a day and has a plan to get advantaged crude into most of Phillips' refineries. "We are trying to get those crudes to every refinery we can," said Phillips CEO Greg Garland. "Wood River, we can run up to 90,000 to 120,000 barrels a day of shale type crudes there."[197]

July 1, 2012: Compressor failure Triggers Flaring at Wood River Refinery

Reuters reported on July 1, 2012 that according to a notice the refinery filed with Illinois regulators Phillips 66's joint-venture refinery in Wood River, Illinois, reported a compressor malfunction that triggered flaring on June 29, 2012. The refinery was working to repair the compressor and restart the unit affected by the malfunction.[198]

May 29, 2012: Illinois’ Attorney General Sues Owners of Wood River Refinery for Ground Water Pollution

Saint Louis Today reported on May 29, 2012 that Illinois’ Attorney General Lisa Madigan is suing the current and past owners of the Wood River Refinery in Roxana, Illinois claiming they're responsible for polluted groundwater around the refinery. The suit comes just months after the Village of Roxana filed a similar lawsuit alleging contamination from the plant. The lawsuit claims the companies have allowed oil, gasoline and other toxins to permeate the groundwater and spread beyond the plant’s property line. "These companies must be held accountable for the environmental and public health damage caused by this contamination,” said the attorney general in a statement. The refinery is jointly owned by Cenovus Energy and Phillips 66, which operates the plant. Melissa Erker, a Phillips 66 spokeswoman, said the company has been working with Shell and state environmental regulators to allow access for remediation of historical contamination. "It is our belief that we are named because of our direct relationship with the former owner," Erker said.[199][200][201]

Bloomberg reported on May 4, 2012 that Phillips 66 reported a fault in a flare gas recovery compressor that resulted in a release at its Wood River refinery in Illinois on May 3, 2012. Phillips sent a notice to the Illinois Emergency Management Agency about the incident but Rich Johnson, a spokesman at the company’s headquarters in Houston, declined to comment on the incident.[202]

May 4, 2012: Flare Gas Recovery Compressor Trips at Wood River Refinery

Phillips 66 reported that a flare gas recovery compressor tripped at its joint-venture Wood River refinery in Roxana, Illinois, according to a filing with state regulators. Operators put the compressor back online, which was expected to resolve the issue.[203]

Ponca: A Core Asset. Phillips CEO Greg Garland told members of the Bartlesville Chamber of Commerce on August 27, 2013 that the refinery at Ponca is a 'core asset' of Phillips 66. The refinery in Ponca City "is making very good money for us," Garland told his Bartlesville audience. Garland added that he expects gas demands in the U.S. to decline by 20 percent in the next 10 years, but that demand for refined products in South America and Africa will more than offset that decline.
